UNESCO Chair "Societal, Legal and Ethical Frameworking of Knowledge Societies"
The Chair is focused on research and practical initiatives in the field of the knowledge society, particularly in the area of information and knowledge exchange. The Chair's activities fully align with the strategic objectives of UNESCO's Medium-Term Strategy for 2014–2021, specifically:
- Strategic Objective 2: Developing learners' competencies to become creative and responsible global citizens;
- Strategic Objective 4: Fostering science-policy-society interaction and ethical, inclusive policies for sustainable development;
- Strategic Objective 9: Promoting freedom of expression, media development, and universal access to information and knowledge.
Despite growing access to new knowledge, limited access to education and information remains a challenge, contributing to social tension. The Chair works on developing social, ethical, and legal competencies to ensure unhindered access to knowledge regardless of gender, religion, or other characteristics.

Ivan Lobanov has a legal education and a Candidate of Legal Sciences degree. He has held various leading positions in government, educational institutions, and the private sector.
He has received numerous awards, including the Order of Friendship in 2015 and the Order of Honour in 2019. Ivan Lobanov is an active member of several public organizations and committees, including the Coordination Council of the Ministry of Science and Higher Education of the Russian Federation for the field of education and the "Russian Union of Industrialists and Entrepreneurs".

Svetlana Malkarova graduated from the K. L. Khetagurov North Ossetian State University with a degree in "English Language and Literature", and later earned a Candidate of Sociological Sciences degree.
Svetlana Malkarova is the author of 26 publications, including one methodological guide for teachers — "School of Tolerance" (2004) and 18 works published in Higher Attestation Commission (VAK) journals.
Mission of the Chair
The mission of the Chair is to integrate all segments of the population into the modern knowledge society and to ensure the necessary legal and ethical foundations for universal access to knowledge — primarily based on the principles of gender equality and religious tolerance.
Goal of the Chair
To develop competencies and create a social, legal, and ethical framework for the formation and sustainable development of an international knowledge society based on a non-discriminatory approach to culture, gender, race, and religion.
To design and implement educational and awareness-raising programs aimed at eliminating, or at the very least mitigating, systemic barriers that hinder access to information and knowledge for marginalized and underrepresented social groups.
Scope of Activities
The UNESCO Chair "Social, Legal and Ethical Frameworks for the Knowledge Society" is focused on developing competencies in the legal and ethical foundations of expanding access to information for all segments of society, regardless of gender and religious beliefs. The Chair's activities aim to increase the accessibility of information, and therefore knowledge in a broader sense.
