Supporting National Vision: Plekhanov University in Dubai Aligned with New Higher Education Decree

Dr. Svetlana Malkarova, Director of Plekhanov University in Dubai, attended the recent Future of Higher Education Dialogue on the New Decree Regulating the Higher Education Sector, following an invitation from the Ministry of Higher Education and Scientific Research. The dialogue was held under the patronage of H.E. Dr. Abdulrahman Al Awar, Minister of Human Resources and Emiratisation and Acting Minister of Higher Education and Scientific Research.
The session provided higher education leaders with an opportunity to engage in in-depth discussions on the new decree issued by the Ministry in late December 2025. The decree introduces a comprehensive framework aimed at strengthening the quality and future readiness of higher education in the UAE. Its key pillars are:
1. Mandatory licensing of all higher education institutions by the Ministry
2. Encouraging innovation in digital learning
3. Aligning academic programs with labor market needs
While institutions have been granted a one-year grace period to fully comply, Plekhanov University in Dubai is proud to already align with the decree’s requirements. Since its establishment, the university has maintained full accreditation from both the Commission for Academic Accreditation (CAA) and Knowledge and Human Development Authority (KHDA).
