Plekhanov University in Dubai Participates in MoHESR Institutional Effectiveness Training Session

1 October 2025

Plekhanov University in Dubai was pleased to participate in an insightful training session hosted by the Ministry of Higher Education & Scientific Research on the theme “Empowering Institutional Effectiveness and Academic Work.” The session provided an important opportunity for the university to further engage with the nationalefforts to strengthen the quality in UAE higher education while reaffirming our commitment to institutional advancement.

At the core of the program was the introduction of the Outcome-Based Evaluation Framework (OBEF), a new model designed to enhance the performance of Higher Education Providers across the UAE. The framework sets out 24 Key Performance Indicators (KPIs) that are built on six strategic pillars focused on measurable results and evidence-based practices.

The six pillars are:
•        Employment Outcomes
•        Learning Outcomes
•        Industry Collaboration
•        Research Outcomes
•        Reputation
•        Community Engagement

Plekhanov University in Dubai already applies these concepts through a range of student-focused activities. The university fosters career readiness by providing students with hands-on learning opportunities through conferences, workshops, and strategic industry collaborations. These initiatives not only make their learning journey more engaging, but also deepen the students’ understanding of their fields.

By emphasizing continuous improvement, the OBEF is set to ensure that institutions are better equipped to respond to the evolving needs of learners and the wider community. Following the OBEF will help institutions actively enrich the student experience and advance employability.

At Plekhanov University in Dubai, we view this framework as an opportunity to further refine our academic strategies, align our initiatives with national priorities, and contribute meaningfully to the achievement of these key performance goals. We look forward to building on these insights to enhance institutional effectiveness and support the future of higher education in the UAE.
